Integrated Statistics is looking for an individual to assist The Northeast Regional Office (NERO) of NOAA’s National Marine Fisheries Service (NMFS) as a GIS Specialist.

NERO recently convened a Geographic Information Systems (GIS) Committee in the region tasked with determining how to maintain quality controlled data on a shared drive, assess license use and needs, and identifying other GIS data issues and needs, prioritize concerns, and develop solutions.  The Committee reviewed existing guidance related to the use of GIS by federal agencies, for example, Executive Order 12906 (which was slightly amended under EO 13286), Federal Geographic Data Committee (FGDC) standards, and OMB Circular A-16.

Integrated Statistics is looking for an individual who can:

a)      Assist NERO in improving the overall quality of GIS products and services within the regional office; and

b)      provide technical assistance and training to NERO staff.

c)      Inventory and modify the file structure of existing in-house shapefiles.

d)     Conduct QA/QC on and standardize all existing shapefiles, layers, and geodatabases

e)      Develop and document workflow procedures for creation and distribution of GIS data.

f)       Develop and implement a shared file structure for GIS resources that meets the needs identified by the divisions.

g)      Coordinate with Northeast Fisheries Science Center and other NMFS offices to ensure a consistent “look and feel” of GIS data outputs, and to leverage existing resources (e.g., ArcGIS Server).

h)      Provide technical assistance to staff when required (e.g., proper projections, area and distance calculations, properly develop regulatory areas from coordinates, fishing effort analyses) including developing data layers for sector management.

i)        Coordinate and conduct (as appropriate) regular training sessions (including a session on metadata) for regional office staff. Minimum of two sessions per year of contract.

j)        Begin development of an on-line mapping tool similar to Environmental Response Management Application (ERMA) for NERO constituents including multispecies sector managers and constituents.
