Database Programmer Needed to work with the Social Science Branch of Northeast Fisheries Science Center in Woods Hole, MA

Integrated Statistics is looking for a database programmer to work with the Social Sciences Branch (SSB) to provide assistance in the development of a web based data interface system to aid the social scientists and other interested parties in accessing economic and social data from all available and relevant databases.  We are looking for someone to develop, create, and modify general computer applications software or specialized utility programs.  We need someone who can analyze user needs and develop software solutions.   We are looking for an individual who can design software or customize software for client use with the aim of optimizing operational efficiency.

 

 

Integrated Statistics is looking for an individual to work with the Social Sciences Branch (SSB) of the NEFSC on the development of software to facilitate access and utilization of their current existing databases, such as dealer, logbook, permit, and observer data collected by the following programs:

 

a)      Commercial fisheries database system (CFDBS) contains the commercial fisheries dealer purchase records, or weighout slips, collected by NMFS and state agencies.

b)      The collection of data by Northeast Fisheries Observer Program (NEFOP) as required by the region's fishery management plans, and other federal laws and authorities such as the Marine Mammal Protection Act, the Endangered Species Act, the Magnuson-Stevens Fishery Conservation and Management Act, and the Sustainable Fisheries Act.

c)      The permit system (PERMIT) contains the vessel and dealer permits issued by the NMFS/NER for commercial fishing and sales in the Northeast region.

d)     The Vessel Tracking and reporting system (VTR) requires all federally permitted vessels to submit trip reports containing information on area fished, kept and discarded portions of catch, and fishing effort.

 

 

Existing data bases are used to evaluate the social and economic implications of fishery management alternatives. However, since these data bases are maintained for a variety of different purposes, achieving proficiency in making the complex data queries often needed to evaluate a management action takes time. The objective of this work is to reduce this learning curve by building standardized queries in a web-based environment.

 

A web-based query system has been developed to provide access to economic data collected under the NEFOP. The work described here will expand the existing query system to the databases listed above. Although the expected primary users of the project results will be SSB staff, the project will significantly enhance the ability of NEFSC staff in other units to efficiently gather the appropriately linked data for analysis.  It also helps less computer savvy members of SSB to easily access the maze of databases collected in the NEFSC.

 

Integrated Statistics is looking for an individual to work in coordination with existing SSB staff.  A number of critical tasks can be identified which require programmer support. These tasks include:

 

a)      Development of web-based software that combines multiple data sets collected in different formats and from different sources in such a way to ensure consistency among all users to meet the policy and research needs of SSB.

 

b)      Communication with SSB staff and Data management support (DMS) to ensure confidentiality concerns are not compromised.

 

c)      Appropriate documentation, both written in code, and online for user friendly access.

 
Deliverables will include a functional website including online documentation. The contractor will program code to create web-based tools according to SSB specifications, document all source code, and create appropriate documentation. 

 

Requirements:

Education:  Bachelor’s degree in graphic arts, web design, information design or related field

 

Experience: 

            Experience in programming skills, including experience with PERL, CGI, SQL, JavaScript/AJAX, CSS and other skills necessary for building database-centric web applications

            Knowledge and experience with relational databases, including the Oracle relational database systems.

            Experience in developing web based software systems.

 

Compensation:  $25-$30/hour + benefits including health, dental, retirement, paid vacation, sick and holiday leave
