Regulations of the Northeast Multispecies Fishery Management Plan (FMP) allow for the prosecution of commercial fishing through sector management. A sector refers to a group of people holding limited access vessel permits in the NE Multispecies Fishery who have voluntarily entered into a contract and agree to certain fishing restrictions for a specified period of time. A sector is granted a total allowable catch (TAC) for one or more groundfish species that is consistent with the management and conservation goals and objectives of the FMP. The final rule implementing Amendment 13 to the NE Multispecies FMP (69 CFR 22906, April 27, 2004) articulated a process for the formation of sectors within the fishery. The first sector, the Georges Bank Cod Hook Sector, began operations in 2004, and the second sector, the Georges Bank Cod Fixed Gear Sector, began operations in 2006. An additional 17 groups have submitted preliminary operations plans as described in the draft Amendment 16 to the NE Multispecies FMP (dated April 15, 2009, available at: http://www.nefmc.org/). If approved, all 19 sectors would operate in the fishing year (FY) 2010.

The NOAA Administrator has made the implementation of fishing sectors a high priority. She has instructed the Northeast Regional Office (NERO) to ensure that it and the New England commercial fishing industry is ready to implement sectors at the start of the next fishing year. Therefore, in addition to its internal preparations, NOAA needs to conduct substantial outreach to the fishing industry to explain sectors and to develop the communications protocols that will allow sharing large amounts of data on a weekly or even daily basis.

 

Integrated Statistics is looking for someone to work with NOAA in Gloucester, MA to provide assistance and advice to the Office of Law Enforcement (OLE) in the Northeast Enforcement Division. Normal business hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday.

 

Requirements for Environmental Specialist Support and Outreach Support Position

 

a. Briefings for stakeholders regarding the OLE program & development of informational materials.

b. Interpretation of regulations to be distributed to stakeholders by direct contact, through Councils, Commission and media outlets.

c. Coordinate outreach efforts, including media input/response with the Headquarters Communications Officer.

d. Coordinate public outreach by performing logistics for public and private meetings between OLE and stakeholders.

e. Represent Special Agent-In Charge at constituent meetings.

f. Maintain division’s web page and implement web-based “ask an agent” forum.

g. Development of a tracking system for regulatory development providing OLE guidance to councils throughout the Northeast Region.

h. Create a mechanism to ensure that “Precepts for Developing Enforceable Fisheries Regulations are adhered to during the regulatory process.

i. Data entry, tracking and reporting of time sensitive information including quality control of activities through applicable NOAA data bases.

j. Prepare data tables and court exhibits for use in the prosecution of civil and criminal violations.

k. Write cyclic reports that include weekly highlights, quarterly and annual reports.

l. Maintain Operations Manual, National and Division Directives manuals.

m. Solicit industry questions/concerns and coordinate response.

 

Qualifications:  Bachelors or higher degree in Environmental Science or related field.  Minor in law or law classes.

Experience with databases helpful.

Experience with MS Word, Excel, web pages and excellent writing and communications skills. 

 

Compensation:  $20-$25/hour + benefits including health, dental, retirement plans, paid vacation, sick and holiday leave.
