Integrated Statistics is looking for a computer programmer to worth with NOAA in Gloucester to maintain Vessel Monitoring System scripts.
Background
Under Federal regulations the fishing industry businesses, including fishers, vessel operators, dealers and processors are required to have a Vessel Monitoring System(VMS) operational on board their ship. The Office of Law Enforcement monitors the VMS of all fishing vessels from Maine to Virginia.
The VMS program was developed to monitor the multispecies fisheries of the Northeast Region. Incoming data is delivered to National Marine Fisheries Service (NMFS) via internet and is processed through a fire wall at NMFS into each respective vendors account. There are numerous programs that process this data all through the internet on the Office of Law Enforcements web page.
Vessel data transmitted to NMFS from the respective VMS vendor is relayed via Internet to the NMFS base station located in Gloucester, MA. The NMFS Northeast Office of Law Enforcement home page is made up of the following internal pages:

The purpose of this task is to
maintain all Northeast VMS scripts for the following reports or courtesy
messages:

b. Daily reporting Rate
Compliance Report
c. Daily Same Day LAGC Scallop
Trip Report
d. Weekly NE VMS Population
Report
e. Daily Trip Start Report
f. Daily Trip End Report
g. Trip Start/End Notification
Courtesy Messages
h. VMS Vessel Report by
Permits, Hailing Port & Vendor
i. Monitor the NE Trip
Generator Status
j. Confirm VMS Data Delivery
Status
k. Identify any data stalls or
gaps
l. Restart the Trip-generator
script
m. Upon notification, identify
the cause of missing trip notifications e-mails
n. Monitor NERs SIMM Link to
vTrack for daily update of sector membership
o. Coordinate with the Permits
Division to develop/maintain a NE Permits link with Track
p. Run VMS data latency queries
and prepare reports
q. Develop automated processes
to pull and analyze sector VMS data to improve the monitoring
r. Assist in the development of
a suite of VMS vTrack system sector-reporting alerts for VMS
s. Maintain a local editing
function for the NE vTrack vessel registry database
t. Develop scripts to monitor
sector compliance with increased reporting requirements
u. Provide quarterly graphics of
sector fishing activity by fishery management plan to enhance coordinated at
sea enforcement planning
v. Coordinate with NER GIS
staff and OLE’s Data Center Manager to validate the accuracy of and
enter/update shape files in the vTrack mapping application
Qualifications: Integrated Statistics is looking for someone who has an expert understanding of the agency, fishery regulations, computer technical skills and commercial fishing methods.
Experience with HTML and data base access via Perl CGI, creation of PDF's on the fly, experience with Oracle, Apache on Linux, development on a Linux Platform.
